Our Executive TeamClayton L. Wigley, Founder & PresidentCorporate Office Mr. Wigley joined the property tax industry in 1986 and has performed client counsel duties for hundreds of national real estate portfolios and Fortune 500 companies in his career. He spent over 10 years traveling and living in more than 25 states while working for his former employer, a large, national tax firm, where he left as Director of the Central Region (U.S.). It was during these relocations and travels that Mr. Wigley learned first hand of the advantages enjoyed by the local, smaller boutique firms when negotiating assessments. They had the upper hand in terms of relationships with the local assessors. Additionally, not burdened by corporate overhead and diminishing opportunities for advancement, the boutique firms had powerful consultants with ownership in their company and a work ethic that proved it. In his career, Mr. Wigley has personally overseen and acted as client counsel for companies such as:
Mr. Wigley has been an influential member of the tax consulting community, industry-wide, by advocating for improved client communications, reporting, and consultant performance and has been an invited speaker for organizations such as ICSC, BOMA, The Las Colinas Building Owners Association, International Hospitality Accountants Association, and IREM, among others. As senior advisor to NTRG clientele, his cooridnated efforts along with NTRG's local expertise has resulted in the tens of millions of dollars in tax savings on an annual basis. Wigley received his formal education at Texas Tech University in Lubbock, Texas. He is a licensed and registered tax consultant in the state of Texas and a member of the Institute for Professionals in Taxation (IPT) and Texas Association of Property Tax Professionals (TAPTP). Gregory S. Lusé, Executive Vice President - Director of OperationsCorporate Office Mr. Lusé joined National Tax Resource Group in 2002. He began his career in the real estate property/asset management industry in 1983 and has worked with nationally-known owners of privately- and publicly-held commercial and multifamily properties. As an asset manager representing a national portfolio comprising approximately 30,000 apartment homes, he was directly involved in all aspects of ad valorem property tax. Mr. Lusé provides NTRG with many years of experience understanding an owner’s perspective of property tax issues and providing hands-on management of property tax consultants. Mr. Lusé received his Bachelor of Science degree in Business Administration from the University of Texas at Dallas after having attended the University of Oklahoma. He is a registered property tax consultant in the state of Texas and a member of the Texas Association of Property Tax Professionals (TAPTP). Debra A. Garcia, Senior DirectorSouth Florida Office In 2003, Ms. Garcia left her position as Director of Property & Sales/Use Tax of Vanguard Car Rental USA, Inc., the parent corporation of Alamo & National Car Rental, to join the NTRG team. Prior to Vanguard, she was the Tax Director of Blockbuster Entertainment Corporation. Her professional experience in the area of state and local taxation dates back to 1987. Ms. Garcia oversees NTRG’s Southeast operations. She earned her Bachelor’s Degree at Florida Atlantic University and is a standing member of the Institute for Professionals in Taxation (IPT). Ms. Garcia also contributed as a Member of the 1995-96 CLR/Fast-Tax steering committee. D. Frank Slaughter, Director - Vice President of Consulting ServicesCorporate Office Mr. Slaughter has been in the tax consulting industry since 2000 and has rapidly advanced his status among his contemporaries. He is a former consultant with a Dallas-based regional tax firm. Mr. Slaughter has a wide depth of experience in real and personal property valuation issues in over 30 states across the U.S. His areas of expertise also include Cost Segregation Studies and hotel inventories. He is responsible for the direct supervision of many NTRG clients and the local consultants and legal teams involved in their national representation. Mr. Slaughter is a member of the Texas Association of Property Tax Professionals (TAPTP) and holds his Senior Tax Consultant designation in the state of Texas. Cindy R. Holt, Director – Information ServicesCorporate Office Ms. Holt has been in the property tax profession since 1997 and brings to NTRG her experience working in a large, national property tax consulting firm as well as a Houston, TX-area boutique firm. She joined NTRG in 2002 and oversees the management of all critical information flow and reporting afforded by our Online Portfolio Management system. This process requires the careful coordination of efforts to (i) communicate with clients, consultants, county assessors, and county treasurers and (ii) assemble and disseminate accurately and timely the data necessary for NTRG to meet our clients’ property tax needs. Ms. Holt is a registered property tax consultant in the state of Texas. Our Business ModelAfter considering the characteristics of a property and the needs of the Client, NTRG matches the Client’s property with a consultant who is familiar with the local assessor’s office and the property type. Effectively acting as the Client’s property tax manager, NTRG also provides an extra layer of review to the valuation process to provide a high level of confidence that the best possible outcome will be achieved. Our business model also includes technology that is not common in the industry. NTRG has developed the Online Portfolio Management (“OPM”) system for the exclusive use of its Clients, consultants, and employees for the purpose of managing the flow of information in a secure, shared environment.
