Who We Are

National Tax Resource Group (“NTRG”) was founded in 1999 by Clayton L. Wigley, a former director at a large, national tax consulting firm.  NTRG was formed because of the absolute necessity for property owners to have access to a true, national tax consulting service that uses local and “specific property type” experts for every assignment. In the mid-nineties, the few national firms went through a culture change because of the changing environment of the industry.  Many of the elite professionals in the industry no longer desired to be employed by large companies and opted to join or start local, smaller firms with more desirable incentive pay and lesser geographic workloads.

Instead of offering clients a national firm’s business model of maintaining offices in a few key markets and covering the rest of the country by spreading expertise and staff into unknown areas, NTRG manages the use of the best local consultants in over 80 markets throughout the entire U.S.

Today, the most sought after professionals in our business work for themselves in smaller practices and boutique law firms. NTRG acts as the manager and oversight conduit that brings these local professionals together to work for our clientele, while providing a single point of contact and source of information. NTRG’s professionals not only manage the entire process but also oversee the valuation process by performing in-house reviews concurrently with our local consultants for comparison and quality of work purposes.  This information, as well as access to the entire document library, reports, and status notifications, is available to NTRG clients via our proprietary online portfolio management system (“OPM”) at www.ntrgtaxdata.com.back to top

Mr. Wigley joined the property tax industry in 1986 and has performed client counsel duties for hundreds of national real estate portfolios and Fortune 500 companies in his career.  He spent over 10 years traveling and living in more than 25 states while working for his former employer, a large, national tax firm, where he left as Director of the Central Region (U.S.).  It was during these relocations and travels that Mr. Wigley learned first hand of the advantages enjoyed by the local, smaller boutique firms when negotiating assessments. They had the upper hand in terms of relationships with the local assessors. Additionally, not burdened by corporate overhead and diminishing opportunities for advancement, the boutique firms had powerful consultants with ownership in their company and a work ethic that proved it.

In his career, Mr. Wigley has personally overseen and acted as client counsel for companies such as:

  • CB Richard Ellis Investors
  • General Electric
  • Camden Property Trust
  • Tarragon Corporation

As senior advisor to NTRG clientele, his cooridnated efforts along with NTRG's local expertise has resulted in the tens of millions of dollars in tax savings on an annual basis.

Wigley received his formal education at Texas Tech University in Lubbock, Texas. He is a licensed and registered tax consultant in the state of Texas and a member of the Institute for Professionals in Taxation (IPT) and Texas Association of Property Tax Professionals (TAPTP).

Our Business Model

After considering the characteristics of a property and the needs of the Client, NTRG matches the Client’s property with a consultant who is familiar with the local assessor’s office and the property type. Effectively acting as the Client’s property tax manager, NTRG also provides an extra layer of review to the valuation process to provide a high level of confidence that the best possible outcome will be achieved.

Our business model also includes technology that is not common in the industry. NTRG has developed the Online Portfolio Management (“OPM”) system for the exclusive use of its Clients, consultants, and employees for the purpose of managing the flow of information in a secure, shared environment.

  • We personally gather all necessary data directly from the client and our internal resources (public information)
  • Each property is set up on our internet-based property tax system and made available to the client and the designated consultant
  • Our internal review process begins in conjunction with the local consultant’s review
  • A “conclusion of value” discussion is held with the client once the target values are concluded
  • Target values are approved by client
  • Administrative processes are completed and available to the client via our internet-based property tax system
  • Appeals are filed and concluded while continually notifying the client of our results via the email function of our internet-based property tax system
